Hello Sims 3 fans,
Today I wanted to tell you about game lag.
What is game lag?
Imagine you’re playing The Sims 3, minding your own business and your game freezes every few minutes. That is, your sims freeze. Everything else like, background sounds, trees swaying in the wind etc. may go on. It can also be like a hiccup or stutter. As you can imagine, this is annoying and frustrating.
What causes game lag?
There’s more than one cause for game lag, we will discuss them all, and offer up solutions.
1. Game lag caused by bad routing. This is especially true for Bridgeport, and Shang Simla. Basically some of the roads don’t connect properly, and/or there is some routable terrain in a place that’s just begging Sims to get stuck. To see if your game lag is caused by bad routing, open the cheatconsole and use resetsim to reset all sims in this world to their home lot. If you’re no longer experiencing lag, even for a little while, Overwatch may prove usefull, as it periodically resets stuck sims, among other things. Alternatively, there are “fixed” worlds available on modthesims. Example:

2. Game lag caused by (abandoned) vehicles. Caused by dozens of cars in sims’ inventories, and abandoned on parkingspaces throughout the neighbourhood. Overwatch will also take care of those.
3. Game lag caused by mods/cc. Processor intensive mods like Awesome mod or Nraas story progression can cause game lag on low(er) end pc’s. Having a lot of package files can also cause game lag. An easy way to test whether this is your cause, is to go to My Documents\Electronic Arts\The Sims 3 drag and drop the mods folder onto your desktop. Now start your game and see if the lag is gone. It’s impossible to know how many packages are too much, a high-end pc can take more than a low end. It can be useful to combine packages like this.
4. Game lag caused by lots of sims. If you’re on a low(er) end pc, having a lot of sims in your world can cause game lag. This is especially true for homeless sims and wild animals/strays. You can use a mod to limit the amount of these sims. Register is one of the mods that can help you do this.
5. Game lag caused by frame rate. Especially true on PC’s with low(er) end graphics cards, but not necessarily limited to those pc’s. Lowering the in-game video settings and lowering the resolution can help. Lowering or turning off Draw Distance and Lighting and shadows is particularly useful. But you may also consider lowering or turning off Edge smoothing, High detail lots, Sim detail, reflections and Visual effects. You may also try playing in windowed mode.

6. Game lag caused by other processes. If your system only just meets the requirements, you can improve performance by closing any unneeded processes running in the background. This is especially true for the low(er) end pc. There’s a topic about Gamebooster here. Gamebooster will stop those processes for you. Everyone may benefit from temporarily turning off the real-time scanning option in the anti-virus options. NOTE: EVEN IF YOU THINK YOUR PC SHOULD BE ABLE TO RUN THIS GAME, STILL DO THIS STEP AND DO NOT SKIP IT!

Hi,
For use more than 2Gb limit of RAM ( the sims is a 32 bits app.).
Edit Sim3.ini in your game folder with an editor ( like notepad++).
Look for the line: MemoryUsageLimit = 20000000 (2Gb limits of RAM for the game).
Change it for another value ( ex: 40000000 is 4GB (becareful it's 4 with seven zeros ), 60000000 for 6Gb etc....)
Be prudent, don't allow all your memories: 4Gb if you have 8Gb of RAM is good ( don't forget that Window need memory (~2Gb for me) to run
).
My config:
CPU : Intel I5 2500K
MB: ASUS P8Z68 - V Pro/GenIII
RAM : 2*4Gb Corsair Vengeance
GC: ASUS ENGTX570 DirectCuII (Nvidia Geforce570GTX).
Windows 7 Ultimate 64Bits.
Sims3 with all expansions and kits (Thanks to G4TW
) and patch 1.36 + ultimate fix
Another tips:
Try to enable Vsync on in Nvidia setting control panel.
In the tree look for "3D settings" and behind "manage 3D setting" click on this.
A list of option will appear with a scroll bar. Scroll away to the bottom and find the option called Vertical sync. and turn it to force on.Click on "Apply" and it's done.

I know this is an older topic already, but I would just like to point out my solution. I tried everything from increasing the RAM my game uses as pointed above, I tried fps limiters and stuff, but nothing worked.
In the end I found a solution for myself:
Lowest settings on everything except Lighting and Sim detail (that's on medium so my game doesn't look completely like crap) + 4gb of RAM (you can see how to set this up above) + resetsim (I use it from time to time just in case to clean the game).
I would say that lowering the settings to the very minimum is what actually did the trick because the other two options didn't do much prior to that. Either way I am using this combo and the game doesn't stutter nearly as much and is playable.
I am using an AMD Radeon R9 390, and I use Radeon Software by default, not Catalyst Control Center.
In the end I found a solution for myself:
