Sims 3 Packs vs Package files Empty Sims 3 Packs vs Package files

I got a new computer since my last one bit the dust, I am reinstalling all the Sims 3 games.
I love custom content and normally merge packages files and sometimes convert packs to package format.
My question is, Is it best to keep all my custom content in package format and merge them? Or still install sims 3 packs as well.
I was thinking of keeping all custom content in package form and merge and install all store content as sims 3 pack folders via the launcher.
Or is it best to keep everything in merged package format?

It's generally best to merge packages (with the exception of mods) together in one piece.

Are you using this tool? If so, you can merge neighbourhoods and other items into sims3packs as well.

An alternative way to merge them is CC Magic:

However, this tool cannot help you merge neighbourhoods, so if you really do want to merge neighhourhood (I suggest keeping them one by one in each sims3pack), use the first tool instead.
