the dynamic library "rld.dll" failed to initialize (E1104)

This is NOT solved nor fixed.  I installed, copied ultimate fix as instructed.  same error.

Please, go to the Program Files (x86)\Electronic Arts\The Sims 4\__Installer\vc\vc2013\redist folder and make sure that both vcredist_x86.exe and vcredist_x64.exe are properly installed.

What antivirus do you have? Adding the game installation folders to the exceptions list of your antivirus is very critical, and it will probably cause this issues if they are not. You should have the _Installer, Data, Game, and Support folders from Program Files (x86)\Electronic Arts\The Sims 4 added to the list.

Also remember that you need to extract the Ultimate Fix with WinRAR, or it may get corrupted. Then, extract the 4 folders inside to the location specified. Disabling the antivirus temporarily while you do this isn't a bad idea either.
