'Origin is currently not running' after City Living.

Been playing a long time with no issues what so ever, as soon as I installed City Living I got the Origin is not running error, or if I try to start without admin, it tells me to not have Origin open (it's uninstalled) or that I have to open it with admin the first time.

I've tried everything that I've seen here, no, it's not my AV program, no it's not due to where I have it installed as that doesn't matter, and I won't install it on my SSD either. As there isn't much space on it.

Still not working.
