Origin is currently not running. PLEASE HELP

As said in the title, I get this error whenever I start up my S4. However, I just installed City Living. Please help

Four possibilties:

1. Origin IS active somewhere on your computer
2. Your anti-virus has "killed" the crack (not applicable when you start the game via TS4_x64.exe)
3. Your installation-folder is still under Program Files (x86) - ELECTRONIC ARTS or ORIGIN GAMES
4. Your download was not completely received.

Thinking about it, it could be a great many more, like:
You did'nt extract with Winrar or you received error messages whilst extracting
You didn't copy all the files and folders from the extracted download to your installation-folder
You didn't allow existing files/folder to be overwritten whilst copying

Yeah, I've already tried this. None of this works. It's the City Living update and the Get Together pack that causes these errors. Not sure how yet, but it's freakin' DRM hell on my side.

I received my base file from a friend and played TS4 for months before going on hiatus due to schoolwork. She told me to copy the folder into my Program Files (x86). I access the game from the Bin via TS4_x64.exe. When my time cleared up, I updated my TS4 and allowed overwriting the files. I've been going crazy finding solutions to this problem.

The problem is still there

Update: Tried installing the same file into the computer. TS4 base game worked. Tried installing the DLC, game worked. Tried again on my laptop, TS4 base game did not work

Any error messages ?
If it's the Origin message again, your AV has attacked the file rld.dll for the base game or RldOrigin.dll for the expansions.

I have the same problem it says: Unable to start Orgin is currently not running. Please make sure that Orgin is running before attempting to play The Sims 4.

Stupid Orgin and it's stupid S##T!

I've excluded it from my AV but still, no luck.

I'm having this problem as well  
Game worked almost perfectly yesterday, slight problem but read somewhere here to delete a text file, then everything was fine. Today though, getting this same error message. 

All Sims folders are excluded, and I don't even have Origin on my PC.

Ok, just replaced all the City Living files in the Sims 4 folder. As I was doing it, my AV- which I excluded from scanning all Sims file locations before installing base game, popped up and said it removed a risk, which was titled orginddl. So I recovered it, and now it's running!
