Can't friend "Somebody" on The Sims 1

Hi!
I'm playing for a week now and I decided to go Superstar career. So I need now 2* friends so I'm trying to make friends with "Somebody", mostly the ones appearing on "Who's hot". I just reacher 100 on upper bar and 58 on lower bar but I'm still not able to turn him into a friend. Is that a bug? Please help! I was really having fun!
