cas not working

In gameplay, whenever I try to edit my sim (whether through "change appearance" command or cas.fulleditmode), it takes me to what would look like the create a sim screen with my sim on the screen, but nothing else. No panels and I can't even see their name. There are the buttons in the top right hand corner (like camera view and options) but when I try to close out, it won't even register and the only way that I can figure out how to get out of this problem is by doing ctrl+shift+delete and shutting down the game! Has anyone else experienced this problem? Why would this not work?
