Winxp and Vista got error on game startup:
The procedure entry point K32GetModuleBaseNameW could not be located in the dynamic link library KERNEL32.dll

- Programs that must run on earlier versions of Windows as well as Windows 7 and later versions should always call this function as GetModuleBaseName. To ensure correct resolution of symbols, add Psapi.lib to the TARGETLIBS macro and compile the program with -DPSAPI_VERSION=1. To use run-time dynamic linking, load Psapi.dll.
If PSAPI_VERSION is 2 or greater, this function is defined as K32GetModuleBaseName in Psapi.h and exported in Kernel32.lib and Kernel32.dll. If PSAPI_VERSION is 1, this function is defined as GetModuleBaseName in Psapi.h and exported in Psapi.lib and Psapi.dll as a wrapper that calls K32GetModuleBaseName.

Your anti-virus program has disabled the OrangeEmu.dll files.
Make sure your install folder is in the exceptions of your AV
Download the OrangeEmu files Don't extract with winrar as yet.
Move to your install folder The Sims 4\Game\Bin
Rightclcik on the download and select extract here

I just made an account for the same reason. I've been trying for a couple of days now to figure out how to fix it. I don't think there will be a working kernel extender until after summer if we get one at all. At the moment I'm trying to find a crack for Jungle Adventures. I believe that's the latest I'll be able to play on xp 32bit.
If any one has an alternate fix I would be extremely grateful.

I just found a Toddler Stuff crack. If I can get it to work I'll let you know.

Welcome to both of you and sorry for the belated reply,
In my opinion TS4 was already running sub-optimally when...past DLC/updates were "supported" for Windows XP. At some point the devs recommended not using Win XP at all for playing TS4. And as it stands right now, the latest DLC/updates (My First Pet Stuff) recommend using Windows 7 or later.
With that being said, if anybody found a way to work around this, feel free to share your solution. Other than that, I'm afraid I can't help you mates.

I've been using this site for years for my Sims fun, and this is my first time making an account to comment too. For the life of me I can't get around this error.
I also have windows XP.

If anyone knows the last set of expansions to work, and how to downgrade, I'll even do that until the fix is available.

Just a small additional thought: there are also 64-bit versions circulating of Win XP Professional (look on The Piratebay). I doubt this will change anything about the issue reported by the original poster, but on the off chance it could still be something to look at, for the interested user...

Try installing Service Pack 3 for XP. If that doesn't help I don't know what will.

I have windows Vista 32 bit. and did everything you suggested, but is still has the same problem. i give up

Tried everything on this thread and nothing worked.
Do we know the last DLC that did work for Vista/XP? Maybe I'll just downgrade to that until I can afford a new system.

The last DLC created by a RELOADED-based patch was "Jungle Adventures", and from what I remember I didn't notice any similar error reports for the pre-CODEX DLC. So yes, one way you could go about this is to play until Jungle Adventures.
