Error code coming up when I try to start up the sims. (with report)
I hope I'm in the right sections. After trying every step with updates and reinstalling the sims 4 I don't understand this keeps happening. What have I done wrong or haven't done yet?

You did nothing wrong, there was a mistake in the guide for installing update 1.46. It said to delete "Game" folder but this update didn't contain all files from that folder. This results in what you have now.
Delete "Game" and "Game--" folders and download it from here.

As soon as a staffmember realizes that an upload is not correct/complete, he/she should immediately remove the link.
Then upload a corrected version and place the new link.
But no, they leave things as they are and only publish a warning.
Yes, we all know that it is extremely difficult to remove items from torrent uploads, but when there is no source to a faulty one anymore it will die out.

People should read these announcements and warnings. If they don't ask and/or don't understand, they should ask.

Wrong. Once a torrent/hash has been created, it is there forever. So it is not "extremely difficult". It is impossible.

That's not how it works in reality either. It seems that sometimes people link our stuff to unrelated sites. See this example here. In other words, once it's out, it's out. I'm not saying you are necessarily wrong in your assessment, but I say in the end it doesn't matter if a completely new item is uploaded, or the old one is left + a warning is published.
There is one difference though: re-uploading a completely fresh torrent takes longer for everybody, to enjoy the new content. And doing a quick fix shouldn't really be too much, to ask for?
In fairness it must be added that the old Admin and the Helpers/Moderators that he appointed mostly were active during the era of The Sims 3. The old Admin himself seemed to have limited knowledge of the TS4; so has Sim Architect, one of the old Admin's "remaining staff". I had no computer during the time either, so I wasn't able to help much at the time.
