Moving Water/Beach Lots

Has anyone found a solution to the way lots build on water end up misleveled when they are moved? You can see in the picture, that it looks really ugly and unnatural. I was hoping to find a solution other than the terrain tools, because the first is tiresome (and requires talent) and the second one doesn't work.
