Lucky Simoleon Casino question! Empty Lucky Simoleon Casino question!

So, I'm not the most observant person in the world but I can't seem to figure out if there actually is a download for the Lucky Simoleon Casino anywhere or if it is just the town/world of Lucky Palms... or if it's somewhere in the Edit Town option and I have to physically place it on the map... I'm just not getting anywhere. If anyone could help me out, I would appreciate it!
