Do you need to the base game to install expansion packs?

I looked on piratebay (your link) and I saw the sims 3 expansion packs, can't I just download them or do I need to download the base game first? I already downloaded the base game once but I fucked up so I deleted it (idk how to install expansion packs, too confusing)

You need the base game, So the expansions will work.
Because the base game is the real game, and the Expansions are add-ons in the game.
