Ok, I have all the expansion packs installed up to the latest my game is even up to date. Why on earth do these pets faces stretch and look distorted?? OMFG THESE PETS. Hello there,

That used to be a known issue some time ago, and it was often caused by incompatible graphics cards. You may have a look at this article here, especially the section about graphics cards.
Apart from that: do you have the latest Sims 3 base game update ? If not, look here.
And do you have any downloaded mods or custom content (either ".package" or ".sims3pack" files) ?

Nope, Carlos is right, definitely a graphic card issue. Try updating the drivers for your card and going through the suggested guide...
