Try bulldozing the lot, then place a new casino. This time, choose as lot type "lounge" or "exclusive lounge" (whatever the exact wording of this is in the English-language version of The Sims 3 is). That's basically the lot type for my casino.

If that doesn't help, look at this example screenshot:



Go into "edit town" mode, then look at where I put the red arrow. This will basically allow you to open the "buy-/builmode" for the casino. Then you can decorate the interior as you wish.   I can't tell you where exactly the slot machines are, but I'm sure you will find them.
