It has been on the website since its release. The only difference between the regular game and the limited edition Katy Perry version is the extra content which is available to download separately.

The Katy Perry content will be available to download via sims3packs on their downloads website:
http://games4theworlddownloads.org

This site is being updated since their MediaFire account was repeatedly taken down.
Ask a Sims 3 Helper for the files in case they have them or another staff member.
