Social Worker Stuck

So, I called for the adoption service, and I kept waiting for the social worker to come to my house. I looked around and saw him standing on the sidewalk by his car, and he won't move. He'll think about things, and do autonomous things, but won't walk anywhere or move. I reset the sim and tried again, and the same thing happened. I don't know why he won't come into my house and drop off the baby. I'm open to any sort of helpful options.

Is your (front) door locked ? You can click on the door, and look for options like "open for..everyone" or similar (I don't know the exact wording of this in the English-language version of the Sims 3).
If you set the door so that only your family members can enter the house, then nobody else is able to enter. So you have to try unlocking the door.

Door was unlocked. And, now sims in my household have Relationships with 2 babies that are no where to be found, but have the same name. I restarted the game and he finally delivered the infant, but how do I get rid of the relationships with the other babies with the same name?

Please download Master Controller and Master Controller Cheats here: http://nraas.wikispaces.com/MasterController.
Instructions on how to apply Master Controller and the Cheats here: http://www.games4theworlddownloads.org/Downloads/Guides/How_to_install_.package_files.pdf.
Afterwards, click on one of the parents, and then nraas/Master Controller/Sim/Advanced/Family/Remove Child. Then you can choose the baby and remove it from the household.

I don't want to remove the baby from my household, just the relationships

Using this function from the mod will not remove the child. It will only remove the relationships between the parents and the child. You can also use the function "Remove Siblings" if the child has any siblings.

I added the Master Controller to my game, and now it won't load. The loading screen for the family I selected it stuck at the same place every time I load it up. It's not frozen, because I will see the game tips change every few seconds, but it won't go beyond that. I waited a full hour at one point. it has never taken that long to load.
However, without having that mod in the game, when I play, the problem child sim that caused all these to begin with, won't age up. Not with the birthday cake, and not with Testingcheatsenabled true, and then shift clicking the sim to make it happen. I don't know why she won't age. The sim's age bar is full and it's been at Age: 0 Days for 3 sims days.
