Sims 3 wont update to v1.67

I've uninstalled and reinstalled several times and uninstalled and reinstalled the patch several times as well. But I keep getting a message that says "The installed version of the application could not be determined. The setup will now terminate." Because I can not update, I also can't download any of the expansion packs. I've looked all over the forum but can't find a fix? I've even tried the Ultimate Fix, and that doesn't help.

Where is your base game from ? Is it from Steam ?
And can you try right-clicking on the manual patch too, and select "run as Administrator" ?

My base game is from games4theworld, along with the rest of the expansion packs. As for the patch, i must redownload that as well.
