Sims 3 Windows 8.1 Pro Service Initialization Failed (0x0175d824)

Been fighting with this problem for that last couple of days, feels like I have tried everything.

At first I rushed and installed all 21 games, per the instructions (update first, install expansions, crack game/bin last) and ran into the above mentioned issue. Installed the latest 4.51 Framework, still the same issue
So I uninstalled all games and ensured reg was clear, restarted and installed only the base game, updated, cracked. Went to launch and got the seriel re-verification error. Figured this was because no expansions have been installed.
So I have tried installing some expanisons (only one at a time) pets, seasons, fast lane etc... and cracking per the ultimate fix. Still cannot work around this 0x0175d824 issue.

Any help is more than appreciated, I had this game running perfectly on my old windows 7 computer. Also I have already tried removing the game folder from my documents folder, still no help.

Just installed the game on a VM XP Pro without issue, so I am going to assume it is an 8.1 issue.

No, it isn't. Many people are using Windows 8.1 and are also using our games & Ultimate fix with no issues whatsoever. The problem you are talking about is usually caused by leftover registry entries, so check this video at first:
