Hello and welcome to the Forum,
A lot of these cracked games are picked up by antivirus software as 'malicious'. You should make sure to add the location where you extracted the game folder from the .rar, to the exclusions in your antivirus and Windows Defender.
After you did that, you can "re-install" the game simply by extracting the folder again, from the .rar.
P.S. topic title edited/clarified.

thanks for your reply
I have no antivirus solution installed when I did install this game. Bitdefender were expired the day before, and I just install new antivirus now. So it's not because of antivirus

Keep in mind that Windows Defender can also interfere with cracked games/software, so you should make sure to add the download & install locations of your game to the "exclusions" there.

Yes, sorry, but at this point you should try getting in touch with the uploader of that game, to ask if that is maybe a known error.

Re: Football Manager 17 (0xc000007b) error ?
my case is strange. the developer did test,it works well
I myself did test on my friends computer, somehow, it works well
seems my computer discriminated this game. every other game and application work well.

I'm actually pretty sure that some program on your computer is interfering with the crack of the game. Earlier when testing Farming Simulator 17 I had the exact same error code after Malwarebytes started nagging (again). I excluded the game files, and the game was working.
Are you sure you don't have any other anti-"spyware" or anti-"malware" programs...?

Re: Football Manager 17 (0xc000007b) error ?
yes I don't have any that time. since there's coincidence that bitdefender expired by the time I'm instaling the game.
I also suspect about another program which interfering. but I can't find what is it..
