Error -5006: 0x80070020 on install

i get this error every time i go to install a pack, and i have to restart my computer each time to fix it. is there a better way to solve this

It's nothing I have ever heard of before, to be honest.
First thing to try when you get an error during installation, is to make sure you've actually extracted the files with WinRAR.
