I'm running my sims (and most other games) fine on and my external disk. Do take note that Mods are actually stored inside the Documents folder and that can't be moved.

What I can tell you, that the game will (normally) run fine on external drives. But whether that external disc is an HDD or an SSD, I'm not so sure that game performance in TS4 will be that much different. Slightly better maybe on an SSD, but I don't think by much.

As far as settings on an external SSD.....I think I read where you can do game play settings with Sims4 at high performance without lag. Is this true or does it depend on your particular system?

That depends on the rest of your system. I believe it depends on the type of usb for lag.

And yes, the Sims 4 can run on a SSD.

I know I can run Sims 4 on SSD. My only concern was the settings. Low settings on HDD works well. SSD can do high settings. Just wanted to be sure before I invest.

^that is only part of the truth however. The hard-drive can play a role in game performance, but it's not the only component. You can absolutely play games on high settings with "only" an HDD. It really depends on the overall setup of the computer.
My personal opinion is, that if you just want to play The Sims 4, then you should be fine with just an HDD. Of course, if you are more the "gamer"-type, then an SSD could indeed give you an edge.
