Sims Teleport Everywhere Instead of Walking

So yeah, like the title says my sims tend to teleport to where they want to go rather than walk. So far it seems to just be happening in my Sim's apartment as it doesn't happen outside. I have all the DLC correctly installed (probably) except for the Vampires game pack, which I removed. Also this bug seems to happen when sims are around pets.

Have you tested the game with a fresh sims 4 folder (no saves, mods, etc), and see if the bug is still there? If it's not, a high chance the mods are causing the bug. Since the newest update, there's a couple of scripted mods usually, which are no longer compatible and such.
