My Sim can't go steady with her lover

Two of my sims have a romantic interest relationship, the relationship bar is all green, in the maximum since they have been like this for quite a while, none of them has another partner and they're both young adults, so I don't see what's the problem, is this a glitch or something?

That depends, you need to do a series of romantic interactions for the more serious interactions as well as the option to ask to go steady shows up, just like with the propose marriage interaction.
It's just like in the real world, you wouldn't pop the question as she's doing the dishes either
.
Anyway, if the interaction doesn't come up even after a series of uninterrupted romantic interactions, it may be a bug.
