The Sims Resources (TSR) is a good site, the are some good free hairstyles on there.

Decrapping produces same result, ditto for converting to package, however converting to package and reading with s3pe showed the file was incomplete.

I tried redownloading the file from the Exchange and installing, same result. Decrapping produced same result as well as trying to convert and install in package format. The file is pretty old (Dec, 2009) and wasn't very popular (only 31 downloads in all that time) which usually means that it wasn't created correctly.

The creator also doesn't have many creations, as a rule of thumb I would suggest only downloading items from those creators that have at least 20 items under their belt and then only download those items that have a reasonable amount of downloads since it was created. With this hair being that old it should have near/over 100 downloads just given the curiosity of several thousand players.
