Mod Help

I downloaed some mods like the nipple tape from xsims.de and I got .exe files to install. My questions are are they safe and do I put them into the documents or the install folder?

xSIMS_Fem_NippleTape_1_setup - its an application file (.exe) that you click and it goes into its own setup for installing the sims mod. You can choose which directory to place the mod in. Xsims.de is the site where I found the mod. They had simspacks there as well which I downloaded also and they install by double clicking. Idk why these mods are different. I do know the one is 16.5 mb in size.

Well I'm sure they work but I need a regular resource.cfg file for the install folder of the sims 3. Anyone have one?
