Help! Which desktop is better for Sims 4?
I'm definitely a newb at computer specs and hardware. So I greatly appreciate any help. I found two desktops that seem to have good reviews. I need help understanding which of the two is best for playing the Sims 4, preferably ultra settings with mods and all expansions. I only play Sims 4. Like I said I appreciate any and all opinions, help and anything else you have to offer!

Just giving you a heads-up, I looked up the NVIDIA GTX 1060, and the (maximum) watts it uses appears to be 120, which for one single PC part is...not to be underestimated. Haven't looked up specifically how many watts those computer models need or use overall though. If you are planning to use that computer *frequently* for playing games or doing other stuff, it will make itself noticeable in your power bill. I can't say by how much exactly obviously. If you just want to play The Sims games, I think these computers are far overpowered.
This type of hardware seems to be aimed at "hardcore gamers"; people who play games frequently and also want to keep up with newer games. If you don't mind a (slightly?) higher power bill, then of course you should be able to play The Sims games on max. settings, and if you are bored you can also play more demanding games, like GTA V.

Honestly, If you're considering a gaming desktop, Intel is NOT the way to go right now. Their chips are overpriced and underperform compared to AMD's new Ryzen processors.
