Download Issue with the Sims 3 Create a World Tool

I downloaded the Sims 3 and all exapnsion packs and have been playing for a while. Then I decided to download the create a world tool after installing university. It says I require sims 3 to install the create a world tool. The game works fine...It's cracked and okay...I tried downloading the create a world tool today, and I have everything installed correctly, and the create a world tool didn't even install due to the error (Requires sims 3 to install). Is the new version not out yet, and/or why can't I install the create a world tool without the error??? Please, help me, ASAP?
