Manual patcher not opening

Followed all the instructions etc. on how to get them game to work, installed the game and expansions all is going fine
now ive downloaded the manual patcher and when I click to open it, it doesnt open.. It just does the little loading circle around the cursor and does nothing and im not able to press anything else on the desktop(I can browse internet etc.)

Will it do anything (error message or loading) if you just let your computer set?
