This doesn't look like a complaint. If you have any questions regarding the forum, you should post them in off-topic section instead.
Back to your question, you are required to have a certain amount of post count before you can send a private message. I, however, forget the amount of post count required. I think Admin has more details on this.

Hello there,
This is mainly a "safety" measure: you need to have a certain amount of posts before you can send PMs, in order to e.g. make it more difficult for spambots to cause annoyances. Also, I guess that this "method" makes it easier to IP-ban users, should the need occur (if you ban those bots/users straight away, they will just re-register on here, whereas if you have several IP-addresses from that user - from previous posts, it might be more difficult for them to re-register).
But I guess the thing with the spambots is the main reason. You might want to wait for the Admin's reply to this too, though.

Yes, not much to add. It's just a spam prevention method, since PM spam is harder to "track".
The spambot - if it's not a human being spamming, lol - has to post some stuff first. Spammers can then easily be tracked and banned, before they're able to even send a PM.
