Odd New Stuttering & Crashing

Hello, I have the sims 3 game and all the expansion packs, sims 3 only custom content, all from games4theworld. I own no other mod or content from anyother website, besides from here. Ive been playing since i got my new laptop, it's played very swell and smooth, but just recently ive been facing horrible issues. Like stuttering, like the game and time would stop and nothing will move , but i still hear sounds and music. Worst my games just started crashing, i would scroll out from the sims home to see more then a message pops up saying The Sims 3 Has Stopped Working . This has never happen before for my game, not even on my old 2GB AMD laptop. I did all there is to fix this, Reinstalling with 163 patch + ultimate fix, Removed some sim content, used Razer Game Boots, New store fix, played around with the sims options, nothing worked ! . Currently i have a windows 8.1 64bit , 4gb, Intel Core i5-3230M,2 Core laptop. What am i missing out on ? or do i need to wait for another games4theworld sims3 update ? . Thanks to those who help  

hi, but unfortunately the 1 to 7 method didn't change anything either  , but the Run As Administrator worked alone to stop the crashing ! , just it keeps freezing with stutters. Also if the main culprit is often custom content, why is it still offered on your the site if its know to cause game problems ? . I applaud the sites ongoing efforts atleats , but i think i'll have to wait for another full game update . Thanks tho

Good point, ChubbyCupcake93. But maybe, the laptops can't handle them, that's the reason... 
I think I'm having problems with CC as well. We have very similar pc config.
