Next, as for your issue, try re-doing the steps from #2 to #4 in this guide here: https://games4theworld.forumotion.com/t1171-must-read-how-to-install-the-sims-3-correctly

Please follow these steps as precisely as possible and don't skip anything ! At the end, I recommend you start the game with the TS3W.exe in the base game location (see step #4 in that guide), instead with the launcher. You can even make a shortcut to the desktop from the TS3W.exe file.
