Hello SimCityTiles and welcome,
Did you have the game installed on that computer, sometime in the past and then un-installed it ? If yes, make sure first that you can see hidden files and folders. For that, go to any folder, and in the top left corner under "Organize", click the folder options. Under "View", mark the box that says "view all files/folders".
At least that's how you do it in Windows 7; I assume that should be the same for Vista too.
Then you navigate to C:\Program files(x86)\InstallShield Installation Information. You will see lots of files there, which you can open with Notepad (right-click on the file, select "open with -> Notepad"). You need to look into each file and find those that "deal" with The Sims 1. Look for any indicators in these files that say anything about The Sims 1 and the expansions. Usually, there will be some notice in these files about TS1.
As soon as you found all the files, just delete them. And then I would re-boot the computer.
Finally, try re-installing The Sims 1 again. Good luck !

Glad to hear you were able to find that folder and fix the error.
We'll keep this topic open, please let us know the final result! (And remember to extract the downloaded .RAR file using WinRAR first, before starting the installation)
Good luck!
