No available Towns

I've just downloaded the game and many expansion packs. I have followed all the instructions. The game opens just fine. When it fully loads to the screen to open or create a game nothing works. If I click the drop down menu for towns- it opens but is empty. If I click the button to exit a drop down list opens but is all blank. If I click new game it grays out showing it has been clicked but nothing happens. I have tried everything- just not sure what to do from here. Thank you.
