How To Populate a town with no residents

Hello again guys, 
The title says it all and the town/world in question is the Neverglade by Pyronium3 it has no residents and also i haven't played it yet for that reason.
The question is, is the EA default story progression populate the town/world? I am not in a big hurry for maximum population but is it possible? and Can you suggest any Story Progression Mod that is compatible with the overwatch mod? As EA is notorious for its unfixed bugs, I am having trust issues with the in-game Story Progression.
I have searched some mods like the AwesomeMod but I find it confusing to use because of all those manual tweaks, I love tweaking mods as long as there is enough description on what is it's effects. I have the Overwatch mod which I have never tweaked yet because it's been performing well.
I hope you can help me with my problem as I like the town and am planning to move my current sim there.

Hello,
There is also NRAAS Story Progression, with a couple of additional mods. I never used it much, but from what I saw it has a lot of options for customization.
And it seems that by default, story progression (the in-game function) also makes new sims move to the town.

Thank you very much, I have decided to stick to the in-game Story Progression. I am quite liking it actually since it adds a certain randomness in the game.

Hello,
I would've gotten bored with TS3 if it wasn't for Nraas storyprogressions. It makes the neighbourhoods much more lively and does a much better job at creating random events.
You can tweak a lot of the options, but you don't have to. You could use it "as is" and it would already be awesome.
