Never have I had a problem with it, and I have 2 of the most bottom-end computers for gaming. A Windows 7 PC I got in 2010 and a MacBook that is not made for games. And these texture packs never gave me a problem. Without the texture pack I would have 40 fps but with it I always have around 36-38 fps. It's not a huge drop, and never affects my game.
What you are saying makes sense, yet it doesn't apply to me or any other people who have used these resource packs that I know of. Everyone has their opinions, that is yours and I respect it.

It's essentially the same thing as MinePainter minus the painting. You can sculpt any block into any shape you can think of, possibilities are endless:

It's a little awkward to use compared to MinePainer, but it works just as well and it's updated to 1.9.

If I understood correctly, the problem was caused by an outdated plugin, that was not compatible anymore with Minecraft 1.9. Plugins...can add a lot of fun to the game, but relying on third-parties to keep them up-to-date can be risky at times.
