Newcreast Town empty slots and freze, crash problem,city life

when i load the games other worlds are okay.but newcreast world seems empty.no building,no park,no house .all empty slots.why this world is empty?and after installing sims 4 city life my game contineously frezzes per second and also crashed without save.before running city life this never happend.i still not installed any CC mod.how to fix frezze and crash problem?
