Cant mop puddles, or cook on counters?? Bug?

Can anyone help me with an issue im having in the Sims 4? My sims wont mop up any puddles, i dont get an option when clicking, and they cant cook, when i tell them to cook something they walk to all the counters and then proceed to complain they cant use it or something when nothing is blocking. I just got sims cats and dogs and my vet has puddles of pee and filith everywhere but i cant clean it up due to this bug. Ive tried restarting the game, reloading a save, everything. nothing is working, please help!
