Cant buy a store or restaurant

Hello :-) 
I have followed the insturctions for instilliazing the sims 4 and all the expansion packs.  
My game is fully updated with the Ultimate fix. 
But in the game i cant buy a store. The option " buy a retail store" on the phone is not possible. 
Can anyone Help?

Do you have mods in your game?

You should not have used the ultimate fix. That has reverted your game to base game only as it is CLEARLY stated in the description. It is meant for those players with slow internet or that do not want to play with DLC's. So you must install everything again. There is a quicker way, but this is the safest.

Hi. I have the same problem. I disabled and even deleted my mods and cc. Its still not working. And i didnt use the ultimate fix. Please help
