Sims can't click each other?

So I've downloaded Generations and Master Suite stuff, plus all the store stuff, the fixes for the store and the ultimate fix. I've searched all over the forum for this and found one result that didn't have an answer, so I'll ask.
When I control a sim, I can't select any others to perform an interaction (can't make them socialize)
I've installed the ultimate fix and followed every instruction down to the letter. is there another fix I could use?

Are you using any mods/cc other than the store stuff?
What is your base game version? You can find this out by hovering over the base game icon on the game launcher. It should show up as 1.something.

no mods or cc at all. never had em. never had a problem with the games4theworld downloads til i downloaded generations.

You can actually update to 1.39 now, by following steps two - four here.

Through some experimenting, it seems its teen-elders who have a friend relationship who can't talk to each other. Its game wide, even started new games in new and same towns. And different families.
I uninstalled Generations, and now it seems to work fine. but I wanna play Generations D: WHAT DO??

Yep, still happens, even re-downloaded then re-installed. Still same.
