You can, but it requires the use of cheats and mods. It's probably easier to finish creating your world, then export it to your game and add families there. If you ever wanted to share your world with population, just include the save file with the download.

But then how would I make the Service Sims? I guess I'll use the mods
It was NRAAS mod I think

If you would play the world to add a save game, the service sims would be generated by the game itself.
If you want to add them using cheats and mods, here's a good tutorial.
