You can download the Create-A-Pattern tool via this (direct) link: http://thesims3.com/content/global/images/cap/TS3CAP_767618.exe
And the Mac version here: http://thesims3.com/content/global/images/cap/TS3CAP_767618.dmg

Be sure to re-download the latest version of the CAP tool every time a new patch for the game is released, just to be sure!
