Need advice before buying PC.
So, I recently started looking for a pc. Mostly for games, but I am looking forward to learning to code. I chose this 2:

Do you think one of those will allow me to play The Sims 4 on high settings?

Out of the 2 shown the first one would be your best bet. I would suggest replacing the integrated Intel GPU to free up more RAM and provide better compatibility with todays's more demanding games as well as maxing out the memory @16GB. Most games are not going to use more than 4GB of RAM but, depending on the type of programming your wanting to do, the extra RAM will help reduce compile times.

A friend of mine recently got himself 16gb Ram for his gaming PC. He mostly plays Rainbow Six Siege online. So, does that imply it is useless for him using that amount of space?

Not sure how exactly you reached that conclusion (nobody in this thread even remotely suggested that), but OK. You're right that 16 gigs of RAM are nice to have, and should be the standard nowadays for 'serious' PC gaming.
Except: the OP wasn't talking about Rainbow Six Siege. Or GTA Online. Or [insert any other hardware-hungry game here]. They were talking about The Sims 4, and programming. Doesn't make much sense to suggest to go for high-spec components, just for an overrated and low-spec life simulation PC game. And if the OP wanted to play more demanding games, they almost certainly would have hinted at it...?
