Game stuck in Create-A-Sim

I recently downloaded the base game, Supernatural, Ambitions, University, and Island Paradise, only to find that my game just gets stuck in Create-A-Sim.
Creating the sim is fine, everything runs smoothly until the end, the processing screen that leads to the family portrait. The plumbob just keeps on rotating with the circle loading around it indefinitely. The animation is fine, it doesn't freeze or anything. But it's been in this loading screen for over an hour.

Have you already tried to re-apply the manual patch from here ? https://games4theworld.forumotion.com/t1870-can-t-update-the-sims-3-to-v155-fix-manual-patch
And then re-apply the "Ultimate fix" (don't use the cracks that are included in the games you download): https://games4theworld.forumotion.com/t752-the-sims-3-ultimate-fix-should-fix-most-of-your-problems
Just copy the contents of the #crack folder in the Ultimate fix to the base game location C:\Program files(x86)\Electronic Arts\The Sims 3\Game\Bin. Of course, you need to replace the existing files.
Also, have you installed any mods or custom content ?

I have disabled all custom content and mods, and now the town won't even load.
And I manually patched it with the patch that came with Island Paradise. Should I run that again before I re-do the ultimate fix?

Yes, try the manual patch again, before you re-apply the Ultimate fix.
One question: what town did you choose for your savegame ? If it was "Isla Paradiso", try making another (new) savegame in another town - see if it's different there.
Otherwise I have to think about this problem a bit more.

I tried Isla Paradiso first, then noticed that others were having trouble, and went back to my favorite; Moonlight Falls.
But it's the same there!

For now, I can only suggest to go to My Documents/Electronic Arts/The Sims 3 and delete the unnecessary cache files:
-CASPartCache.package
-compositorCache.package
-scriptCache.package
-simCompositorCache.package
-socialCache.package
-plus the contents of the folders "WorldCaches" & "Thumbnails"
Then see if it helps your game, but again, I have to think about that problem more deeply.

I seem to be missing a WolrdCaches folder. Is this a problem?
EDIT: I cleared the cache, re-applied the manual patch, re-applied the ultimate fix, disabled all cc and mods, and the town still won't load.

Please delete the following files in C:\Users\(your computer name)\Documents\Electronic Arts\The Sims 3:
(1) missingdeps.idx in DCCache folder
(2) dcc.ent in DCCache folder
(3) All .bin files in Downloads and SigsCache folders
(4) Downloadedsims.index in SavedSims folder
(5) All items in IGACache

In that case, it would probably be easier to immediately rename/remove the folder "The Sims 3".

OK, then. Try putting back your old folder "Saves" (from the renamed folder) into your "new" The Sims 3 folder, which can bring back your old savegame. If you get these problems again, then this might be a sign that your old savegame got corrupted somehow - and you have to start a new one.
Just go to your old "The Sims 3" folder and copy the whole folder "Saves". Then go to your new "The Sims 3" folder and "paste" the folder inside. Select "replace all" when prompted to do so. Good luck !
