Manual patch error

Hello,
I am having a lot of trouble with the manual patch update to 1.63, this is the error message I receive.
now I do not have it running on another windows account. could this have anything to do with the server being under maintenance when I downloaded it?
Also my game launcher has the game updated to the latest version the (1.63) so I tried to play, assuming it was okay, I applied the crack, all loading screens worked fine until my actual game play was frozen indefinitely.
I have downloaded the latest version of the ultimate fix and applied all of that and tried again and received the same error.
