What are you using to extract it? Is it WinRAR?
If you don't have it yet, you can get it from our downloads website here:
http://www.games4theworld.org/downloads.html
And did you make sure that it completely finished downloading before trying to extract it?

Well, try re-downloading it now that your antivirus is disabled. You can also try with another browser to see if it makes a change.

Sorry, for the late reply, but I think it was already mentioned. Did you re-download the Ultimate fix ? Please do so, because most likely your current download is damaged. Get the fix here and apply the contents according to the included instructions:

Btw, I also solved the same problem, here, look at the following topic:

Good luck again !

There are numerous explanations for that, I guess you have some other "security"-software too, which keeps deleting your files. Is that the case ? What about your Windows Defender - can you turn that off too ?
And again: you must make sure to add the location of your browser downloads, from Firefox/Chrome, to the exclusions of your security-software. You can re-download the fix a million times and it won't help if you don't add the download folder of your stuff in Firefox/Chrome, to these exclusions.
Please keep us posted.

Did you also install the vcredist-stuff already ? Try downloading and installing the following files in the link:
http://www.microsoft.com/en-us/download/details.aspx?id=40784
Download and install these two files:
vcredist_x64.exe
vcredist_x86.exe
After you did that, re-try running the game. Other than that, I'm (almost) out of explanations, sorry. Can you tell us what anti-virus program you had though ?
