Hi...am posting my issue for 1st time...apologize in case I have erred in any way in posting my issue.  Please feel free to correct my mistake and advise.

Issue - 
1.) Trying to activate MS Office ProPlus 2013 thru' MS Toolkit 2.5.0 Beta 4 App....receiving below error....

ERROR TEXT: The activation server determined the specified product key has been blocked.

2.) Tried "Rearming" as advised in few threads here...after 1st "Rearm", now receive error message...

ERROR CODE: 0xC004D307
ERROR TEXT: The security processor reported that the maximum allowed number of re-arms has been exceeded.  You must re-install the OS before trying to re-arm again.

My System Details.....
- Windows 7 Home Premium 64-bit (6.1, Build 7601) Service Pack 1 (7601.win7sp1_gdr.150113-1808)
- Already have MS Office Starter Kit....which actually is of very little use (if any at all :-( )
- Using Toolkit as an Administrator each time.

Please help in properly activating MS Office ProPlus 2013.

Hello and welcome to the forum,


Have you tried to completely de-activate your anti-virus systems too ? Beyond that, someone else (I think it was Shamrock) pointed out that you could try de-activating your network adapter in Control Panel -> Device manager.

I myself had to de-activate my anti-virus completely for the activation to work. Good luck for now !


P.S. also try de-activating those built-in Windows programs like "Windows Defender" or "Microsoft Security Essentials", too.

Disabling the network thing did the trick?
