Problems with Admin issues on installing

Hey guys. I'm here here and I was checking some torrents out. I saw the Sims 4 and wanted to download it. So I download it and follow the instructions on what to do exactly.
Everything goes fine until I get this message when it's around 75% done 

"The installer has insufficient privileges to access this directory: C:\ProgramData/Microsoft\StartMenu\The Sims 4. The installation cannot continue. Log on as administrator or contact your system administrator."

I'm running as administrator on my account. Which is why I am confused on what is wrong.
I've followed what this video says

I have downloaded the Sims 4 cracked before about 5 months ago I believe. But I got bored because there was hardly anything with it so I delete all the data for it.

I'm just a bit frustrated on what could be wrong. I was wondering if anyone had any suggestions.

-Should I create a new admin account on my computer, download the files again on that account and try installing it?

- Should I remove my Sims 3 (not cracked) game data off of this computer and the same as my Sims 2 Deluxe (not cracked)?

- If those don't work, would you guys suggest any other base game cracks I could download and then use your files for all the DLC to put into the base crack?

- Also, could it be not working because I have the evaluation copy of WinRAR? I don't believe it would cause any trouble though.

- And Should I update utorrent as well? Would that affect anything if I didn't?

Ok. I was searching through my system and actually it appears I still have the R.G Mechanics crack of the Sims 4 still on my PC. So I will be downloading that then applying the stuff needed for DLC (Hopefully that'll work with R.Gs?) 

My problem is basically solved now hehe

No, you are supposed to use only RELOADED/G4TW versions together.

Please, uninstall what you have and follow the instructions in the VIDEO below and download the stuff from the link in its description at YouTube.
