Keep getting "Unable to start, The Sim4 is already running"

So I followed the instructions to a T. I put everything in the anti-virus exclusion list. Everything dropped and drag well. I didn't get an Origin error or anything, but when I clicked on the game to open, I keep getting unable to start the sims 4 is already running error message. I uninstalled everything and did a fresh game, it opened when I didn't include the new Fix. Then when I installed the new fix the error came up again. Can someone help me with this matter?

Please, open the Task Manager and check if any process related to The Sims 4 is running in there. If it is, you need to close it. Then, try running the game again.

I checked and nothing is running with Sims 4. I'm still getting this error even when I did a clean install of everything. "The Sims 4 is already running"
