Lag on Lenovo Y50-70 960m. [SOLVED]
Okay so, I kept 60 frames locked, I did everything yet it still lags, i have overwatch, master control ect. Help please

Also make sure that your Sims 3 game is using the stronger graphics card, and not the on-board Intel-chip (if you haven't done so already). In the NVIDIA Control Panel, you can select the graphics processor of individual applications, so you should make sure to assign the NVIDIA crad, to the TS3W.exe (i.e. the executable of The Sims 3, that starts the game).
Beyond that, keep in mind that in general, laptops are not well-equipped for handling demanding games, even the more expensive laptop models.

You can cap fps at 30. It won't make much of a difference for your Sims experience, but it'll help performance.

OK so i get 160 tops, then spikes to 5-1 back and freezes

That's why I suggested capping it at 30. The link Carlos have you has information about an fps limiter.

Never mind i, installed Razer cortex and optimized it, i also installed ascu as an added measure. and i am using setra as my world, Thanks for the help Admins Much love!
