I've read topics about that but nothing can helps it.
I can't add .packages and other files. 
Idk what to do now...

You are not looking in the correct location. See the picture here:

The "Tray"-folder is shown in my example screenshot here. Under C:\Users\(your username)\Documents\Electronic Arts\The Sims 4. See also the guide here in general, about installing CC and mods:
